dorner is also suspected of shooting and killing a college basketball coach and her fiance in a parking garage sunday night. san diego police say someone matching dorner's description tied up an 81-year-old man wednesday night and then tried and failed to steal his yacht. they say dorner's lapd badge and id were found near the san diego airport this morning. his manifesto actually said that he had a sniper rifle and explosives saying he was prepared to die. the truck found in big bear will be taken away by investigators in san bernardino county and processed. no sign of dorner. back to you. >> edward, what are his fellow officers or coworkers saying about this? did they have any clue that this was someone who could potentially be dangerous? >> reporter: well, actually i haven't talked to any officers who knew him. his neighbors say this is a complete surprise.

they had no idea. they have always known his as a nice gentle man. the coworkers you could just see a look of concern and just frightened. they didn't know. the lapd police chief here says that anybody in a police uniform is a target. those two officers in san bernardino were just stopped at a stop light when he ambushed them. so there's a look of concern on officers from riverside to here in los angeles. >> thank you, edward lawrence. so far there's no sign of dorner is headed to the bay area but authorities aren't taking any chances. how police are preparing for a worst-case scenario, that story a little later in this newscast. new at 6:00, police are beefing up patrols in palo alto tonight after a girl says a stranger tried to kidnap her. police just released this sketch of the suspect. investigators say he tried to grab the 11-year-old girl's arm while she was riding her bike on emerson street monday night. she got away and police are

looking for the suspect. in the case of kevin collins who disappeared nearly 30 years ago, san francisco police have finally identified a person of interest and today kpix 5 reporter da lin spoke to kevin's mother and gets her reaction to why it took police so long to name a suspect. >> over the years i have always said. i don't know who to be angry at. i don't know who. >> reporter: she now knows who to be angry at. she believes this man kidnapped and killed her son kevin collins 29 years ago. >> we might not get the answers and we don't have a burial for kevin. >> reporter: ann doesn't recognize the man but saying looking at his mugshot brings back all the pain and emotions of losing 10-year-old kevin who was last seen leaving basketball practice at a san francisco school. >> it's appointing he got away with this all these years. >> reporter: police say the man had a history of kidnapping and

sexual assaults against boys. and he lived near where kevin disappeared in 1984. detectives say the main reason why it took them so long to connect the dots on this man was because he had five different identities. san francisco police say he died of natural causes five years ago. >> i'm not thrilled he died without being brought to justice. but at the same time, i am happy that our family doesn't have to go through a trial, doesn't have to hear gritty details. >> reporter: the collins family said at their hayward home today they hope cold case detectives will keep digging for more information. in fact, detectives are asking people who had talked to him back in '84 to call them. >> i do want a resolution. i want to know what happened to him and where he is. and this may be as much as we know and if it is, i have to accept that it's more than we knew last month. >> reporter: in hayward, da

on the embarcadero. this is not from today's rain. we only saw .1" here in san francisco. this was caused from today's king tides. and the next king tide will occur tomorrow morning at 9:33 a.m. it will measure 6.8 feet so you will want to expect a little bit of minor flooding right here on the embarcadero. okay. how much rain fell within the bay area today alone? let's take a look. it looks like so far in richmond .2" of rain. san francisco only .1." these are very anemic measurements. and it looks like for the most part, it doesn't help as far as our rainfall totals are concerned. let's look at the deficit because right now in san francisco, we are way below normal as far as the statistics are concerned. we are nearly 5.5" below normal and san jose nearly 3." the same story in san jose. what needs to be done? more rain. we have six more weeks of

authorities found the ammo hidden inside those cars including the air filters. total value, more than $45,000. agents say the cars were headed out of the country to mongolia. no arrests yet. in less than an hour the mayor of san jose will deliver his state of the city address. kpix 5 reporter cate caugiran tells us what chuck reed is expected to say. >> reporter: the city of san jose had its share of roadblocks over the past year. neighbors have seen an increase in crime and members of a police force looking to move out not to mention the hot topic of pension reform. >> what we need is really a realit check. and the city is not doing nearly as well as it should. >> reporter: we sat down with the mayor this morning to get a preview. he is optimistic and knows there is work ahead. >> we have a lot of work to do. we have $3 billion in unfunded liabilities for retirement costs, and so we need to implement our pension reform

intruders who shot 3-members of a family. one of them in the face. vallejo police are searching for two home intruders who shot three members of a family one of them in the face. the gunmen burst into the victim's home early this morning on mcdougal street and

[ indiscernible ] [ heavy accent ] >> they leave about 2:00 in the morning. >> reporter: inside, his 62- year-old wife and two adult children. they were asleep when around 3:40 a.m., two gunmen kicked in the front door. >> the very first person that confronts the suspect was the female in her early 20s. she saw these unknown individuals inside her home. she retreated into her home and the two suspects chased her into the home and fired at her. >> reporter: she shieldled herself with a pillow and was hit in the hand. her brother in his 20s came out next shot in the face. their mother shot in the hip. the suspects fled. they are both armed and are on

the loose. >> obviously, shaken up. they are still over there at the hospital. >> reporter: the thought of a random attack also has neighbors rattled saying this area is usually quiet and that family friendly. >> i'm going to definitely make sure everything, windows, doors, are locked and secure for sure now. >> they're nice people. they're not like -- i never seen any problems. it's not loud over there at their house at all. they're all working all the time. >> we're very disturbed and doing everything we can to try to determine what exactly happened and to bring those people to justice. >> reporter: the three victims are at the hospital recovering from their injuries. police do not have a good description of the suspects except that they were wearing hoodies at the time. in vallejo, elissa harrington, kpix 5. a camera caught a clear image of a home burglar in oakland. police released a picture of a suspect right after he committed the crime in the trestle glen area on saturday. it's unclear what was taken from the home. new at 6:00, have you ever

of the call. >> if it's a five minute interruption, i think it would be foolhardy of an employee to expect to have overtime pay. >> reporter: steven gorski practices employment law and says that technology advances, the courts will probably establish a reasonable standard for how much the office can contact people on their off hours without paying them but a judge has allowed other officers to join in the chicago lawsuit and that could end up costing the city millions of dollars in back pay. what would the ramifications be for this to anybody who wants to pick up the phone and call their employee on the day off? >> i think they will think twice. before they hire them they will give a full description. this is your job description. you will be paid 9 to 5 when you come in but you will be expected to answer a brief phone call. >> reporter: but there could be an upside for employees. >> probably wouldn't get bothered at home on the weekends. >> is that good? >> possibly. i mean, depends on your job. >> reporter: the lawsuit has a

expanding to nevada, arizona and new mexico. but the main focus right now, is a massive hunt for an ex- cop on a killing rampage is expanding to nevada, arizona and new mexico but the main focus now is in southern california near big bear lake. late this afternoon, a truck belonging to the suspect christopher dorner was found at the bear mountain ski area east of los angeles. it had been set on fire. the los angeles county sheriff's office says dorner has not been found and a door- to-door search is under way. dorner is suspected of killing three people including a police officer. a manifesto believed posted by dorner says, he wants to wage war on law enforcement. there's no indication dorner is

headed to the bay area. but kpix 5 reporter linda yee shows us how bay area law enforcement is not taking any chances. >> reporter: they're not. every officer throughout california has gotten that blue alert, be on the lookout because every cop is a potential target. the blue alert is on highway signs warning police an officer has already been shot and killed. >> this guy is a walking critical incident. >> reporter: san francisco police chief greg suhr says all patrol officers are on notice. be on the lookout for former lapd officer christopher dorner and everyone is under orders to follow specific protocol if they spot him. >> what we did first thing this morning was remade sure that his picture was in every, single stationhouse, photocopied to the point where it's in every, single police car and should the officer see him, we're to establish a perimeter, not to even approach him. >> reporter: the case is specially tough for cops who may have to confront a former officer who has crossed the line.

>> to do something like that and to target police officers, him himself being a police officer at one time, it's just --it's terrible. >> reporter: because dorner is a former cop, he's that much more dangerous to the officers hunting him down. >> this is pretty much a police officer's worst nightmare because, i mean, he --he knows what we do --again, he knows how we move. he knows how we train. he knows what we do. and he's already said that he is not afraid to die. so we're committed to keep this city safe. >> reporter: now, dorner not only has police tactical knowledge. because he is a former police officer and former military, he has access to high-powered weapons. and tonight, they believe that he is heavily armed. reporting live in san francisco, linda yee, kpix 5. a bay area businessman is feeling the heat for opening a gun store in los gatos. a lot of people are going to templar sports on university avenue. but kpix 5 reporter len ramirez

says the owner is also getting death threats. things were very emotional here in los gatos when this gun store opened in this town. this town is not used to seeing stores like that and people didn't want to see this one open. >> we have tried to work with the community with the town, and go through this process with the town meetings, and unfortunately, someone has done this unlawful behavior now. >> reporter: this los gatos gun store owner robert chang is talking about a death threat he received at his home on tuesday. >> it's surprising to me. obviously, i am fearing for my safety as a group of individual or individuals went through the process to find where i live and take that extra step to make a threat. >> reporter: the threat came in the middle of an emotional debate about guns and gun sales in the town of los gatos prompted by the opening of chang's store templar sport on university avenue. today the officer was getting a lot of foot traffic, but it's been the site of protests from residents. what did you think when you first heard about this gun store? >> i didn't like it. >> reporter: she was not a protestor but is opposed to it.

>> we definitely should not be selling more guns. >> definitely unusual for us i think and i think maybe that's why people are having such a difficult time with it. >> regardless of whether or not you open up a gun store, i think it's in poor taste considering the timing. >> reporter: the store did open just weeks after the newtown school shooting and sells assault style rifles. he denies his business was trying to cash in on a spike in gun sales over fears of stricter regulations. >> of course not. you know, we started this process many months ago. as businessmen we were sensitive to what was going on but also had to make a business decision. it's a lawfully operating business. >> reporter: the los gatos town council has scheduled another public hearing to consider whether or not it can further regulate the gun store or type of firearms it sells. in los gatos, len ramirez, cbs 5. they are planning to postpone the hearing. new tonight, the chp is out

with new rules on lane splitting. now we have all seen this. it's when motorcyclists weave their way through traffic squeezing between cars. it's always been legal in california. that's not going to change. but kpix 5 reporter don ford says now there are guidelines on how to do it safely. >> reporter: you see it all the time motorcycles passing between slow-moving cars called lane splitting. marty has been driving california freeways for 50 years and he loves it. >> there's times where it's a dead stop and so if you are able to split the lanes you pick up 5, 10 minutes on the ride to work. >> reporter: lane splitting is legal in california. although some say it's an unsafe practice. now the chp is setting down the rules for motorcycle riders to follow when the traffic is crawling. the rules of the road only split lanes when the traffic is under 30 miles an hour.

there will be a celebration. but according to the bay area alliance they are mark a bash. they just need the cash. the countdown is ticking to the opening of the east span of the bay bridge. september 3rd, day after labor day. >> there it is. >> reporter: and while caltrans crews worked diligently and on pace toward opening day, behind the scenes celebration plans are under way, a monumental task in itself. a studio out of richmond is hired to orchestrate the huge opening celebration, a public bridge walk, 10k, half marathon, bike ride, fireworks show, and concert on treasure island leading up to opening day. >> they deserve a big celebration. >> reporter: but celebrations of this magnitude require money and the bay bridge alliance nonprofit is working fast to acquire $4 million to $5 million in private funds for this celebration to go on. they are tight-lipped as to how much has been raised so far. >> if we don't raise the money to have a public ceremony for private sources we won't have a

celebration like this. it will be severely reduced from the plan. >> reporter: the giants victory parade was happened by the studios. they had just three-day to plan. while the bay bridge celebration is months away, it's a collaborative effort. all government agencies and law enforcement have to be on the same page from east to west. the bay area toll authority is considering spending $5.6 million in toll revenues to fund public safety expenses and public transportation. huge crowds to the point of overcrowding and chaos happen when the golden gate bridge celebrated its 50th birthday celebration. lessons have been learned this time around. crowd control. >> we figure it's about 15,000 people per hour and that will necessitate a timed access preregistration system. >> reporter: it all looks good
